Utica, New York is in the Mohawk Valley in central New York State, 46 miles from Syracuse and 120 miles from Rochester. The city of 59,987 residents (2008 U.S. Census), is in Oneida County. Utica is the county seat.

Utica occupies a strategic location in central New York, east of Syracuse, and west of Albany, along Interstate 90. Genesee Street is the major thoroughfare in Utica running from the Town of Deerfield to the north and the Town of New Hartford to the south and divides the city east and west. Utica is also served by the Syracuse Hancock International Airport in Syracuse and the Albany International Airport. Utica, New York is also served by NY State Route 5, which connects Buffalo, Syracuse, Schenectady, and several smaller cities and communities on the way to downtown Albany.

Interstate 90, which runs from Boston to Seattle, passes through Utica, connecting the city with Albany to the east and Syracuse, Rochester and Buffalo to the west. As Interstate 90 provides east-west travel from Boston to Seattle, many large trucks utilize the route, and are present on Utica's roadways in large numbers. Trucking firms in Utica include G & D Warehousing and Logistics Inc., Howard's Express Inc, and Terpening Trucking CO Inc. Family Dollar, Rite Aid, and Wal-Mart have major retail distribution center in the Mohawk Valley, adding even more trucks to the local roadways.

The New York State Department of Motor Vehicles reports 12,546 accidents in New York in 2008 involving large trucks, with 105 of these accidents involving fatalities. These statistics include large trucks involved in accidents with other vehicles, large truck and pedestrian accidents, tractor trailer and bicycle accidents, and semi truck and motorcycle accidents.

The U.S. Department of Transportation's No Zone Campaign reports that most crashes involving cars and trucks occur in broad daylight, on straight and dry pavement, during normal weather, and with no indications of alcohol use. In nine out of 10 fatal collisions, the deceased was an occupant of the passenger vehicle and, due to the stopping distance needed, a truck involved in a collision often entangled multiple cars.
