Interstate
66: I-66 serves the two million people of Northern Virginia. If it
were not for its connection to I-81 it could be considered as a local
expressway for the residents of that area to connect with Washington,
DC. The 75 mile long east – west corridor begins at I-81 in the
Shenandoah Valley of Warren County and terminates at the Theodore
Roosevelt Bridge on the Potomac River in Arlington, VA.
After crossing the Potomac, I-66 continues for another one and one half
miles into DC where it terminates. These termini include high-capacity
connections to Constitution Avenue, N.W. and E Street, N.W.
The first section of I-66 was opened in 1961. Ten additional
projects/sections later it was completed in 1982 in Rosslyn, VA. Width
varies from 4 to 6 and 8 lanes to handle the ever increasing and varied
traffic load. While the eastern portions of I-66 are urban in nature,
the western portion of I-66 is rural with the familiar rolling hills
that the bulk of the state is known for. A spur route, I-266 was planned
for but ultimately cancelled in 1977. |

The construction of I-66 came with a list
of compromises. The Virginia Department of Highways originally wanted an 8 lane
expressway while the residents fought for a reduction of 4 lanes to none in the
various towns along the already purchased right of way.
The story of the negotiations and compromises made to get the I-66 project
started could fill volumes, and indeed they do in the print version of 1977
Coleman Decision.
Basically the roadway was built around a few basic premises:
• Heavy truck traffic to be banned at all times.
• Provide sound barriers and sound berms.
• Peak period direction and carriage restrictions including bus and car pools
only provisions..
• Provide an enforceable restriction enforcement plan.
To date, I-66 is one of the more monitored and modifiable highway systems in the
country.
